The Economic and Financial Crimes Commission (EFCC) has been urged to investigate an alleged fraud and impersonation involving a $300 million investment claim connected to the ongoing dispute over River Park Estate in Lugbe, Abuja.

The petition was signed by Oluwabunmi Adebiyi, Esq., of Blue-Gate Solicitors & Attorneys, who identified himself as solicitor to Jonah Capital Nigeria Limited and Paulo Homes Limited.

What you should know

The petition comes amid a longstanding dispute over the development rights to River Park Estate between parties linked to Jonah Capital Nigeria Limited and the Federal Capital Development Authority (FCDA).

The dispute has now moved into international arbitration, following the termination of development rights over the estate.

The Minister of the Federal Capital Territory (FCT), Nyesom Wike, recently confirmed that the matter is before the International Chamber of Commerce (ICC) in Paris.

Wike said the Federal Capital Territory Administration would await the outcome of the arbitration, which concerns the FCDA’s decision to terminate the Development Lease Agreement relating to the estate.

What the data is saying

$300 million investment claim under scrutiny

The petition asks the EFCC to investigate allegations surrounding a purported $300 million investment claim linked to the River Park Estate dispute.

The petition also raises allegations of fraud and impersonation, prompting the call for an investigation by the anti-graft agency.

Dispute involves River Park Estate

The underlying dispute concerns the development of Plot 4, Cadastral Zone E30, Lugbe West, Abuja, where development rights had previously been granted under a Development Lease Agreement.

According to the information provided, the FCDA terminated the agreement on November 5, 2025, triggering the dispute between the parties.

Matter now before international arbitration

The development comes days after FCT Minister Nyesom Wike confirmed that the dispute has entered the international arbitration stage.

The Ghanaian faction of Jonah Capital Nigeria Limited is challenging the FCDA’s termination of its development rights.

The case is being considered through proceedings at the International Chamber of Commerce (ICC) in Paris.

Wike says government will await outcome

Wike has stated that he will await the outcome of the arbitration proceedings before taking further action on the dispute.

The latest petition to the EFCC therefore introduces a separate criminal-investigation dimension to an already complex commercial and property dispute, with the allegations of fraud and impersonation now being presented for the attention of the anti-corruption agency.
